JOM guitar

I bought a guitar 20 years ago back in college days. This was on a trip to Mexico and I think I paid $40 for it. The brand says JOM and it is a classical guitar.
So a month ago I am cleaning out the garage and I had to make a decision to throw it out or to actually try to learn how to play it. I enjoy trying to teach myself. I stink at playing, but for now that is ok.
My question is about the action. How do I know if I have high action? Is there a way for me to adjust the action? Would I find it any easier to try a different guitar?

...does it have nylon or steel strings?
...if it has nylon strings, then "string height" is typically less of a problem due to the flexibility of nylon strings; but, this is not true with steel strings.
...if it has steel strings, then they should typically not be more than 2X-3X thickness of the BASS (E6) string distance between the bottom of the strings and the fingerboad (measured at the 12th fret or so). Most 'electric 'guitars run between 3/64-inch (low action) to 5-6/64-inch (normal) on the wound strings and about 1/64th closer on the plain strings.

It does have nylon strings.
I was playing with a guitar at a store the other day with metal strings. Man that was a lot harder than I thought it would be.
