I want to make a sad but inspiring song what chords or scale or anything should i use in order to out a song together

I think your asking how to give the music in your song a feeling of sadness. If thats the case then you use minor chords or you use minor scales over music in a major key.

This goes back to an old teacher I had 30 years ago,Who told me that when you are playing, "IT"S your world to create". The music you play is yours, even if it's a cover, Make it your own,Dont' play someone elses arrangement, create the tune the way you want it to sound it's your world.....!
